US importers of virtually all Chinese tile must post duty deposits on customs entries equal to one to two times the value of the imported tile. This tariff, imposed based on efforts of the Coalition for Fair Trade in Ceramic Tile, has the potential to dramatically increase the cost of tile products imported from China.

COMMERCE SLAPS HEAVY DUTY DEPOSITS ON CERAMIC TILE IMPORTED FROM CHINA IN COUNTERVAILING DUTY CASE

A preliminary victory by the Coalition for Fair Trade in Ceramic Tile in its countervailing duty case today will require US importers of Chinese ceramic tile to post duty deposits on customs entries of such tile equal to one to two times the value of the imported tile. The preliminary determination is that the Chinese government was subsidizing the sale for export of ceramic tile and as a result beginning this week duty deposits of a minimum of 103% and going up to 222% will be placed on virtually ALL tile imported from China.The duty deposits will be prospective, on and from the date of official publication of the government’s decision, probably this week. Moreover, they will be in addition to any usual and extra tariffs applicable toUS imports of Chinese tile. CTDA members who import tile from China should promptly evaluate this development and its impact on their import program.

The International Trade Administration of the U.S. Commerce Department (“ITA”) today released its preliminary decision on the petition by the Tile Council of America to impose countervailing duties on U.S. imports of most ceramic tile from China.The affirmative decision is that it is likely that such illegal subsidies are being paid. The ITA action will result in U.S. importers of Chinese ceramic tile depositing with Customs 103to 222 percent of the value of the imported tile, depending on the supplier, and is in addition to other tariffs that have been applied to most products imported into the U.S. from China.”
